Resilience Aid is governed by an accomplished Board of Directors comprising leaders in public policy, climate resilience, finance, health systems, environmental management and community development. The Board provides strategic direction, governance oversight and stewardship to advance the organization's mission and impact.

Dr Pius Stephen Chaya is a Constituent Member of Parliament for Manyoni Constituency and a Public Policy expert holding a PhD in Public Policy and Planning, a Master of Science in Public Policy and Management, and a Master of Public Health.

Passionate about community health, health systems and governance, he has extensive experience working closely with Tanzania's Ministry of Health. His career spans academia, development and public service, including roles at UNICEF Tanzania, Amref Health Africa and the Institute of Rural Development Planning.

First elected to Parliament in 2020 and re-elected in 2025, he currently serves as Deputy Minister in the President's Office for Planning and Investment.

Mturi James

Mturi James is an environmental engineer and scientist specializing in climate resilience, water resources management and WASH development. Currently serving as WASH and Climate Resilience Program Manager and Portfolio Lead – Social Determinants of Health at Amref Health Africa Tanzania, he brings over 20 years of professional experience.

Previously, he worked with SNV, WWF and GIZ in advisory and coordination roles. He has led multiple WASH programmes benefiting approximately 2.5 million women and children.

A registered EIA consultant, he champions circular economy approaches, climate-smart solutions and multi-stakeholder partnerships for vulnerable communities.

Hilda Luoga

Eng. Hilda Pius Luoga is an Environmental Engineer with more than 20 years of experience in climate resilience, environmental governance and transboundary water management.

As a Projects Development Officer at the Lake Victoria Basin Commission under the East African Community, she leads the development and coordination of regional programmes promoting climate-resilient and nature-based investments.

She has mobilized partnerships and financing for sustainable water and ecosystem management while strengthening regional policy and environmental safeguard frameworks.

Frank Abel is a finance and investment professional, Certified Director and thought leader with extensive experience in financial management, investment advisory, corporate governance and sustainable development.

He currently serves as Manager, Research & Analytics at Vertex International Securities Limited where he leads investment research and market analysis initiatives.

Previously, he served as Senior Programme Accountant at Amref Health Africa Tanzania and has contributed significantly to operational excellence, governance and investment growth initiatives.

Mercy Kawala

Mercy Kawala holds a Master of Arts in Rural Development and a Bachelor of Science in Home Economics and Human Nutrition from Sokoine University of Agriculture.

She has extensive experience in resilience community development, project planning and management, monitoring and evaluation, research methodology and statistics.

Her professional background includes work in donor-funded NGOs, food security research, sexual and reproductive health programmes and management of donor-funded projects.

Sophia Kimbwembwe is a seasoned Finance and Grants Accounting professional with over sixteen years of experience in the non-profit sector.

She currently serves as Regional Program Accountant and Project Accountant & Treasury Officer at Amref Health Africa Tanzania, managing donor-funded project finances, budgets and compliance.

Her expertise includes grants management, financial reporting, treasury operations and sub-grantee capacity strengthening.

Elias Kazingoma

Eng. Elias Kazingoma is a WASH Project Manager at People's Development Forum (PDF) Tanzania where he oversees WASH projects and sanitation initiatives.

He previously served as Sanitation Project Coordinator at Amref Health Africa and has worked with WaterAid Tanzania, BTC and government institutions in engineering and project coordination roles.

He holds qualifications in Environmental Engineering and Environmental Management and Technology and is pursuing a Master of Public Health.
